निर्वाचित प्रतिनिधियों को वापस बुलाने (राइट टू रिकॉल) और चुनाव में खङे किसी भी प्रतिनिधि को नही चुनने (राइट टू रिजेक्ट) के अधिकार के मुद्दे पर जहाँ आम जनता समर्थन करती दिख रही है वहीं मुख्य निर्वाचन आयुक्त का बयान चुनाव आयोग का नहीं वरन् कांग्रेस का विचार मालूम पङता है।

आम भारतीय जनमानस शायद कांग्रेस के कुकृत्यों को जल्दी भुल जाती है। फिर भी लोगों को याद होगा कि अगस्त 1996 में CBI ने कांग्रेस के दिग्गज नेता और पूर्व टेलीकॉम मंत्री सुखराम के घर से 4.25 करोड़ रुपये बरामद किए. आय से अधिक समाप्ति के मामले में फरवरी 200२ में दिल्ली की एक अदालत उन्हें तीन साल कैद और 2 लाख रुपये नगद की सजा सुना चुकी है. बड़े बड़े सूटकेसों में ठूंस कर रखे गए करोङों रुपये और संबंधित कागजात उस समय तक की CBI की सबसे बङी बरामदगी थी। क्या ऐसे सांसदो को वापस बुलाने का अधिकार जनता के पास नहीं होना चाहिए ?

चुँकि कांग्रेस ने भारत पर सर्वाधिक शासन किया है इसलिए नैसर्गिक रूप से यह उसकी जिम्मेदारी है कि देश में हुए घोटालों पर सफाई दे। चुँकि ज्यादातर घोटाले कांग्रेस सरकार के कार्यकाल में हुए इसलिए आम मानसिकता जो भी भ्रष्टाचार के खिलाफ है - कांग्रेस के खिलाफ खङी दिखती है। जिसे कांग्रेस अपने प्रति विरोधियों कि घृणा समझती है।इस संदर्भ में महान समाजवादी ङा. लोहिया ने कहा था - "घृणा नहीं लक्ष्य - कांग्रेस के प्रति घृणा ही मेरा मूल लक्ष्य होता तो मैं एक हजार वर्ष पहले या पीछे के इतिहास के बारे में चिंतित क्यों होता?

व्यवस्था की असहजता और अनभिज्ञता ही जनता की उदासीनता का कारण होती है. राजनीति से आम लोगों की दूरी सत्ता को अनियमित, अनियंत्रित और अभिमानि बनाती है. बीते अगस्त महीने में भ्रष्टाचार के खिलाफ अण्णा के अनसन-आंदोलन के दौरान कांग्रेस का सत्ता अभिमान और उसकी हठधर्मिता भारत की आम जनता देख चुकी है. भारतीय राजनीती में कांग्रेस की हठधर्मिता बहुत पुरानी हैं और यह शायद उसे विरासत में मिली है। इन्हीं कारणों से आजादी के पहले एवं तुरंत बाद जवाहरलाल नेहरु का राष्ट्रीय स्तर के सभी दिग्गज नेताओं से मनमुटाव रहा। इन्हीं कारणों से मार्च 1948 कांग्रेस समाजवादी पार्टी का कांग्रेस से रिश्ता खत्म करने का निर्णय लिया गया। स्वतंत्र भारत के राजनैतिक इतिहास में दल खंडित होने की यह पहली घटना थी.

कांग्रेस सरकार आपने प्रारंभिक दौर से ही संभवतः दुनिया की सबसे असहिष्णु और संवेदनहीन लोकतान्त्रिक सरकार रही है। कांग्रेस की असहिष्णुता अरब और मिस्र की तानाशाही सरकारों को भी मात देनेवाली है। यही कारण है कि आ़ज के दौर में इस कांग्रेस सरकार के इशारे पर जहाँ बाबा रामदेव के शिविर पर रात के १ बजे दिल्ली पुलिस हमला कर एक निर्दोष महिला समर्थक राजबाला की हत्या कर देती है, वहीं 1960-70 के दौर में अपने तत्कालीन प्रबल विरोधी राम मनोहर लोहिया को सरकरी अस्पताल में मरने के लिए छोड़ देती है। राम मनोहर लोहिया जैसे दिग्गज समाजवादी नेता दिल्ली के वेलिंग़टन अस्पताल में उचित इला़ज के अभाव में दम तोङ देते हैं। उनकी मृत्यु की जांच कर रहे समिति के निष्कर्षो के मुताबिक रोगाणु विनाशक व्यवस्था के न होने और डॉक्टरों और अधिकारियों की लापरवाही के कारण ङा.लोहिया की मौत हुई.


कोई भी भ्रष्ट सरकार और उनका गठबंधन चाहे वह आंतरिक हो या बाह्य जल्दी नही टूटती हैं क्योंकि यहाँ उनके कारिंदों को लूट कि छूट होती है और इस प्रकार वे पाँच साल तक जनता का खून चुस्ती रहती हैं। प्रधानमंत्री का गठबंधन राजनीति की मजबूरी गिनाने के पीछे निशिचत ये तर्क ही हैं। परन्तु अन्ना के आंदोलन के बाद से भारतीय मानस ने ऐसे विक्लपों की तलाश शुरू कर दी है जिससे भ्रष्ट सरकारों को हटाने की प्रक्रिया आसान हो सके। निर्वाचित प्रतिनिधियों को वापस बुलाने(राइट टू रिकॉल) और चुनाव में खङे किसी भी प्रतिनिधि को नही चुनने(राइट टू रिजेक्ट)जैसे नागरिकों के अधिकार के विकल्प सांसदों के आचरण और उनकी जनता के प्रति जिम्मेदारी को सही मायनों में प्रतिबिंबित करेंगे। सही मायनों में ये अधिकार "right to recall" या "right to reject" नहीं बल्कि सांसदों और सरकार को "सुधारने वाला" यानी "right to CORRECT" होगा, वह भी बिना पाँच साल के इंतज़ार के.

Power Musings In Gujrat

विगत 30 सितम्बर को भारतीय पुलिस सेवा के 1988 बैच के निलंबित अधिकारी संजीव भट्ट को गुजरात पुलिस द्वारा गिरफ्तार किया जाना भारतीय लोकशाही में प्रशासनिक तंत्र के राजनैतिक दुरूपयोग का नवीनतम उदाहरण है. गुजरात दंगो के दौरान संजीव् भट्ट राज्य के खुफिया विभाग में आंतरिक सुरक्षा उपायुक्त थे. सरकारी आंकड़ो के अनुसार लगभग 1200 लोग इस दंगे में मारे गए थे.
भारतीय पुलिस सेवा के निलंबित अधिकारी संजीव भट्ट उस समय मीडिया के सुर्ख़ियों में आ गए जब उन्होंने सर्वोच्च न्यायालय में एक हलफनामा दायर कर गुजरात के 2002 के सांप्रदायिक दंगो के लिए सीधे तौर पर मुख्यमंत्री नरेन्द्र मोदी को दोषी बताया. आरोपों के अनुसार, श्री संजीव भट्ट उन पुलिस पदाधिकारियों में से एक हैं जिन्हें दंगो के दौरान राजनैतिक दबाब के कारण उचित प्रशासनिक करवाई करने से रोका गया. संजीव भट्ट की पत्नी स्वेता का आरोप है की नरेन्द्र मोदी के खिलाफ खड़े होने के कारण उनके पति को अनर्गल आरोपों में फंसाया जा रहा है.

उन्होंने संजीव भट्ट को मारने की साजिश का आरोप गुजरात पुलिस पर लगाया है. गुजरात पुलिस की विश्वसनीयता को देखते हुए, अहमदाबाद के पुलिस कमिसनर सुदेश सिन्हा का बयान की श्री भट्ट की जान को कोई खतरा नहीं है, शायद ही श्री भट्ट की पत्नी को भरोसा दिला पाए. राजनीतिक गलिआरों में आम चर्चा है की श्री भट्ट को निर्भीक अधिकारी होने की सजा दी जा रही है. स्वेता का आरोप है की श्री भट्ट को रातों रात क्राईम ब्रांच शिफ्ट किया जाना उन्हें जान से मरने की कोशिश है. ज्ञातत्व है की क्राईम ब्रांच पेशेवर अपराधी एवं राष्ट्रीय सुरक्षा से सम्बंधित अपराधों के लिए ही बनी है, ऐसे में एक पुलिस अधिकारी जिसपर एक कनिष्ठ अधिकारी को धमकाने और शपथ पत्र पर जबरदस्ती हस्ताक्षर करने का आरोप है, को अचानक क्राईम ब्रांच में शिफ्ट किया जाना तर्कसंगत नहीं है और निश्चित तौर पर यह कदम प्रशासनिक कम और राजनीति से प्रेरित ज्यादा है. ऐसे में गुजरात क्राईम ब्रांच जिसकी पृष्ठभूमि फर्जी मुठभेड़ों से भरी पड़ी है पर भरोसा नहीं किया जा सकता है.

गुजरात प्रशासन का यह कदम उसकी दागदार छवि को और भी गंद आवरण से ढक देगा और मुख्यमंत्री मोदी के सदभावना उपवास के मूल उद्धेश्य को कुचल देगा. नरेन्द्र मोदी की सर्वग्रहता राष्ट्रीय और गुजरात के स्तर पर तभी संभव है जब वे सहिस्नुता का परिचय अपने आचरण में लागू करें. श्री भट्ट के आवास पर लगातार छापेमारी कर उन्हें और उनके परिवार को मानसिक तौर पर प्रताड़ित करना किसी बेहतर प्रशासनिक प्रबंधन का हिस्सा नहीं हो सकता. बदले की भावना से किये जाने वाले ये कार्यवाई निश्चित ही कुंद मानसिकता का प्रतीक हैं. मोदी को ऐसे प्रशासनिक हथकंडो को छोड़ कर लोकतान्त्रिक तरीकों से ही अपने को साबित करना होगा तभी उनकी सर्व्भोमिकता साबित होगी अन्यथा गुजराती मानस पटल पर भी वो अपनी छवि धूमिल कर बैठेंगे.

No Respite From 2G Rain

There seems no respite from rain for Palaniappan Chidambaram, the home minister. He may be the next casualty of the 2G spectrum scam. While Mr. Raja, the ex-telecom minister made statement in court, media and public the PC find himself without roof on his head this monsoon.

Earlier, the the CBI had given a clean chit to Chidambaram in the 2G scam, Pranab has raised issues in a 14-page note sent to the PMO.While CAG had assessed a "presumptive loss" of Rs. 1.76 lakh crore. At first the CBI, during its probe into the 2G scam, had pegged the loss at around Rs. 30,000 crore. The telecom regulator surrenders citing its inability to quantify the exact loss to the exchequer, as the auction would have catch anything beyond assumption. Later its propagated the zero-loss theory means there is no scam at all. The Telecom regulatory body seem it is just the "body" and no mind at all. If it is unable to assess even an approx. loss then how could he blantly made the final call of "no-loss" theory. It seems that the apex telecom agency changes its version with changes in political climate.

The Supreme Court on Wednesday expressed surprise over TRAI report, which purportedly assessed zero loss in the 2G spectrum allocation. Thanks to CBI which atleast withstand this Zero-loss theory of TRAI.

Former telecom minister Arun Shourie told Headlines Today Chidambaram was involved in the decision-making at every stage, hence he was responsible. Talking to media Shourie said, this is a very important note, which establishes the fact that Chidambaram was against the revision of pricing. "The two ministers were duty-bound to join hands on decision over spectrum pricing," Shourie said, adding, and these people are "lecturing on transparency".

Moreover he challenges the people that the government will continue its full term and all have to wait for 2014. Definately the way the UPA is united to loot the nation, no parliamentarian of ruling coalition is going to disperse.

Changing Perception

The "Sadbhavna Ansan", of Mr. Narendra Modi is getting the highest TRP in every indian television news channel as he touches the most sensitive thread of the secular texture of India.I do ask, Is this incorrect to change our perception towards society with time? Don't we ordinary people found changes in our attitudes, think pattern, perception as we mature? Then what if this happen to Mr. Modi. And even if Modi does it politically motivated, it is better for the welfare of our country secular image.

Politically, even if Narendra Modi is targetting the Prime ministerialship of the country or so called mission 2014, nothing is wrong with it. Every politicians from Arjun Singh, Laloo Yadav and Mayawati did so in the past. See, If Mr. Modi understands that he has to go along with Muslims for wider acceptability it is in the welfare for the nation. Except his "communal" image, nothing is wrong with him as we compare his persona with other counterparts.

Hinduism is known for wider acceptability and highest tolerance and this is why despite all cruel hijacking of its follower from time immortial, people of this religion are still the happiest one. Rest lies with RSS, how they handle the scene, though we all known that RSS is known for its masque work. Might the prime Hindu body planned this itself !

BJP Looking Back

Many times on, i come across about the first, second or so.. "line of leadership" in the BJP camp through many veteran political scholars of the country in panel discussion in various media. I have respect to them but i find it difficult to find a "line" which may help distinguish it unambiguously. After Vajpayee ji, it's only Advani whose face got recognition through all cadre of the party and Sangh as well. The party which is crawling for "issues" and party's perpetual failure to come up to its image will ruin it.

The anti-corruption campaigner Anna-Hazare and the so generated anti-incumbancy factor is not enough to bring the party to power, hence no-looking back at golden days of North-South block is strongly recommended. Hence, I just can’t wait for the Bharatiya Janata Party to come back to power again! They have proved to be a shockingly lazy opposition that prefers to disrupt proceedings rather than let Parliament function – if in power those shameless slackers will have to put in some amount of work whether they like it or not.

Also, it may be wildly entertaining to have them in the spotlight, particularly if senior leader LK Advani is not made prime minister this time round again. I bet the jealous man will continue to make the same nasty personal remarks he frequently makes about prime minister Manmohan Singh against his party’s prime minister too. After which their erm, pleasantly plump party president Nitin Gadkari may have to squash him. I recommend a simple method: Gadkari should sit on him. Not a squeak will be heard out of Advani thereafter, I’m pretty sure of that.

However, the most important reason why I want the BJP back in power is because I have all these wonderful plans on how to fix them good and proper – I still haven’t forgiven them for their role in communal riots, and I never will. They’re beautifully pompous and sanctimonious right now with these jaw-dropping scams exploding in the UPAs face and the noisy Anna Hazare-led anti-corruption movement. They’ve even succeeded in fooling themselves that Hazare’s movement is targeted only at the UPA - and that’s so not true! I’d love to see the BJP in a position when the shoe is on the other foot.

Apolitical Correction

लेकिन बदलते वक़्त की नजाकत और बढ़ते युवा आक्रोश को ना समझ पाने वाली केंद्र सरकार अपनी संवेदनहीनता का दुष्परिणाम देख चुकी है, जब विगत १६ अगस्त से अनसन पर बैठे एक गाँधीवादी ने केंद्र सरकार और उसके सारे महकमे को समस्त मीडिया के सम्मुख घुटनों के बल चलने पर मजबूर कर दिया. गिरफ्तार करने की औपचारिक घोषणा के तीन घंटे के अन्दर अन्ना को छोड़ना, छत्रसाल स्टेडियम के अन्दर और बाहर दिल्ली विश्वविद्यालय के छात्र -छात्राओ का अभूतपूर्व व्यापक जनसैलाब का उमड़ना गृह मंत्रालय के लिए सरदर्द बन गया और उसने आनन-फानन में उन्हें छोड़ने का आदेश जारी किया.

अनसन की जगह ना देने से लेकर तमाम हथकंडो में टीम अन्ना को उल्झाने की कोशिस से जनाक्रोश को और बल मिला और अनैतिक तरीके से अन्ना की गिरफ़्तारी ने उनकी भ्रस्टाचार विरोधी मुहीम को नयी ऊर्जा दी. १५ अगस्त की शाम को जब अन्ना मात्र २०-२५ समर्थको के साथ अचानक राजघाट पहुंचे तो ३० मिनट के अन्दर करीब ५-६ हज़ार लोग वहां तिरंगा और नारों से लिखे पोस्टर के साथ पहुँच गए. उसी समय दिल्ली पुलिस कमिसनर का बयांन की "we never envisaged such a huge assembly in such a short notice ", भारतीय मानस पटल पर अन्ना की छवि के सर्वग्राहा होने का संकेत है. वक़्त रहते अगर संप्रग-२ गठबंधन सरकार नहीं चेती तो निश्चित ही हम एक गंभीर लेकिन सुखद भविष्य की ओर अग्रसर हैं और अन्ना हजारे ने कम से कम उस सुनहरे कल का सूत्रपात तो कर ही दिया है.

Drowsing Democracy

The political discourse of the country seemed not be change despite all arrangements by public movements following Anna Hazare. The conspicuous reticence to address issues of public concern by government establishment is ubiquitous albeit the govt is at nadir of its unpopularity. The consensus between the BJP and the Congress over the issues of inflation and price hike is nothing but hidden pact between two, unpalatable to general public in every sense.

The democratic world witnessed the senile act of cabinet ministers Virbhadra Singh and Pawan Kumar Bansal who preffered to have a nap in Parliament when finance minister was on microphone. Their age factor can't be an alibi following the Murli Deora voluntary exit from cabinet citing age to be reason behind. Furthermore, Rahul Gandhi's seltzer ebullience for youth seems knelt down before these ageing politicians. The "drowsing ministers’ show" is sheer negligence of over a billion people and embarrassing enough for a democracy. These footage uploaded on social media and broadcasted in electronic channels within minutes and spread like wildfire left no room for the Congress leadership for a clarification.

Earlier, when similar incidents seen in Parliament of Kenya the President Mwai Kibaki took initiative to stop the menace addressing a “special parliamentary sitting” to reopen the fourth session warned that such legislators would be “seen as laughing at the electorates who have high expectations.” Going even further he warned members that those found guilty shall attract half of their salary as penalty. Is our Prime Minister has guts to act similar fashion? Or the fundamental rights of MP’s can’t be curtailed would be another excuse?

Of late, the July cabinet reshuffling lost efficacy the moment it offsets with media termed it correctly as "musical chair game". Actually the Machiavellian Gandhi's is apt enough to keep the reins with them and hence dynamic, intellectual and youth leaders are kept apart from the system. The conspicuous reticence to intake youth in the ministry strengthens the accusation.

Inflation Of Corruption

Our taciturn economist PM drastically failed to rein in the inflation. He is too busy to lend an ear to the wailing public who is crouching under the sky rocketing of prices of essential commodities and now there is no room left to further rind the expenses to run a household affair. Furthermore The rising interest rate on Home loans following the perpetual rise in Repo rates by RBI has pare down the middle class ambition of having own home. Center put their hands up on the issue of inflation as it would be an unfathomable abyss and if such is the case does present leadership deserve to be on driver seat? Our agriculture minister Sharad Pawar claims of not being an occulist who do presume or rein in inflation at his wish.

The candid indiscipline in BJP promulgated in media in myriad of ways across the world as as the capital city of Banglore is home to world's best MNC's and any political instability may effect them. Yeddyurrappa might have regurgitated the resignation pill but his clutch on majority of MLAs conform the probability of a proxy govt. in Karnataka in days ahead.

As corruption becoming the roller coaster of media, govt. and public attention, the issues of national development, health and education has slipped down significantly from list of priority since it become prey of perturbation of attention. Corruption & all the attention it took made the nation stand where a yawning abyss is right ahead. The development spectrum of nation seems murkier engulfed with corruption. Truly speaking, We can avoid corruption but we can't avoid the consequences of corruption.

In the monsoon session of parliament, the BJP and UPA compromise to agree for a discussion on price-hike that will not be followed by voting. The issue of corruption is postponed for the last week of August. While both Congress and BJP pats their shoulder to solve a looming impasse between the govt. and opposition been found out, aam aadmi is ingenious enough to understand the circumstances in which the truce has been reached.

Broth Without Cheese

During the last couple of months the state has witnessed contraction between the highest constitutional academic authority of the state and the government. When the verbal jibes between the HRD minister Mr. P.K.Shahi and the RajBhawan heightened, CM Nitish Kumar took the intiative and called on the Governor. The meeting runs for more than three hours between the head of ministers and the head of government and it seemed that a truce would be reached.

Honoring the Chief Minister’s requests, Hon’ble governor Devanand Konwar on Monday appointed new full-fledged vice-chancellors for six universities of Bihar. With this, six universities of Bihar got new full-fledged vice-chancellors while Magadh and Veer Kuer Singh University have to run with pro-VCs for time being.But as RajBhawan did this without any consultation with the state government, it attracts criticism by different quarters of govt. including HRD ministry. Moreover, none of the name from the government panel found place as the finalist.

But as Chancellor being the Governor is to insulate the Universities from unnecessary governmental interference and safeguard their autonomy, it is not healthy to flack him. At least the government quarters should not criticize the step as it is in the favor of future of thousands of students of the state and help reforming the system and streamlining the academic atmosphere prevailing in different institutions of higher education.

While the CM himself shows reverence and nicety to the RajBhawan others are supposed to be silent on critical issues. There is no need to heat the broth irrationally.

Moaning Mumbai

Following the terror attack on Mumbai on 13th July 2011, Member of Parliament from South Mumbai, and the youngest entry in the Union Cabinet Mr. Milind Deora given the portfolio of Communication & Information Technology Ministery accompanied Home Minister P.Chidambaram to the blast site to review situation there. And not to surprise except the media persons no one could recognize him. This is reflexive of our leaders failure to make a room for themselves in public mind. Does Mr. Rahul Gandhi expecting a political image makeover for the party & government as well by making inroad for such young turks.

While the first media coverage of the blast site were viewed across the world by 7:00 pm sharp, right within five minutes, the first blast reported in Jhaveri Bazar, the Mumbai's crisis management system took almost 25 minutes to react and the first ambulance were seen at 7:25. This enraged the locales, who were somehow making arrangements to approach the nearby hospitals.This is extremely embrassing for the administrator of the commercial capital city of the country which has been a declared target of most millitant groups.

When the innocent mumbaikar screaming with the violent pangs of suffering and death throes, their relatives and people in and around hospital angered over the government lethargic response to terror attack, did not allow Chief Minister, Mr. Chavan and his colleagues, even to enter the hospital premises. Have a shame Minister!!. Mr. Dinesh Trivedi, a Trinamool leader who were given the most coveated portfolio of Railway Minister had to face the same fate as he approached the UP hospital, where the victims of the ill-fated Kalka express were recovering. What a shame Minister!! Mr. P.Chidambaram is somewhat lucky or maverick as he approached the blast site in mid-night.

The failure of Intelligence and police is obvious and the Government could not be spared as the state must not negates its duties to provide every citizens a secure home and secure public place which is described well in the part III of the constitution as fundamental right of every citizen of India.

Encompassing over Corruption, Price-hike, Police atrocities on Baba Ramdev, Lokpal Bill drafting issue and multitude of criticism the nation witnesses a widening gap between the public and the government which is quite enough to engulf the government. The rising public outrage against the way Congress is leading the govt. is sure to get Congress out of power in days ahead. According to a circulation by online media signifies that a wide post april mandate believe that if there be election in coming next 6 months, it would be the greatest ever embrassment for the Congress.

The defending act of reshuffle in union cabinet percepting a makeover to the dwindling image of the government proven to be just another dampen squib for UPA-II. The party which has ruled the country for decades seems forget the basics of human psyche. A day after the drastic Kalka Express accident and a day before this 13/7 Mumbai attack, the apex body of government remained busy with the musical chair game. This act is highly deplorable and dejected the aam aadmi who better knows when to hit the nail on its head.

Mr. Singh, the most taciturn PM, India ever have, after P.V.Narasimha Rao may become voluble overnight and interact media to try to put down the impasse UPA-II is facing but the imminent danger of growing public abuse on the govt. is embrassing for any democratic government. As Mr. Singh interacted with a host of editors on 5th june, mere his strong body language and confidence is not enough to prove his honesty and political correctness. He must know that such schmoozing act will be of no help until PMO will perpetually act under the instructions from 10 Janpath.

The political impediment of a aligned government is palpable but the growing hysteria among all classes of public can not be ignored. If he has no personal interest to the post, should not he resigns? Too many times he has been blamed as a weak, in-masque and puppet prime minister. If his cabinet colleague, Mr. Murli Deora, textile minister, asks for leave from central cabinet, on the ground of being too old actually seemed to stem from his stint as petroleum minister, stained and stink of corruption charges in the CAG report, why not Mr. Singh steps down as it is expedient now to resign. He needs to be a “man” and take decision on its own and not on the behest of other man or woman.

Mere pontification and schmoozing is not enough at such instances when public is in great pain by sky rocketing of petrol, diesel, LPG and edible prices. Moreover govt. besets public by arguing shamelessly showing the losses oil companies brunt. Is there anyone from the cabinet judging the turbulence public has to face due to such price hike. One after one subsidies are being evaporated from each and every product. In a welfare state these unjust by power may prove drastic in days to come both for the govt. and the society.
