As Nitish Kumar completes the first half of his second term, it is relevant to cross-verify his claims of good governance. Amid reports of burgeoning resentments it becomes inenvitable to do a reality check. Everyone do agree, that few examples of crowd pummelling his caravan and tumultuousness by contractual teachers are not enough reason to declare his government a failed one.
Moreover, a government which enjoys the historical mandate through a free and fair democratic process must not be screwed only on the backdrop of some libul. Health, Education, Agriculture, Electricity, Law & Order, Employment and Roads & Transport are the most fundamental sectors that are required to be argued ahead of showering encomium or flak a government. But above all, it is all about mindset and the most shocking is that his priorities have changed. He is a changed man now. He is encircled into opportunistic political rhetoric.

A Statesman of different attitude
When Nitish took oath for the first time in 2005, he was in no hurry make a fuss. There was no flutter. Even the official residence of Chief Minster, 1 Anne Marg, continued to adorn the outgoing Chief Minister, Rabri Devi more than two months after he was sworn in. People started to wonder what, if any, were the changes. Nitish Kumar went to work with practically the same bureaucratic and executive team as his predecessor. Sure there were reshuffles later on but the pace was unremarkable.

Once He Was Burning Midnight Oil
In 2005-06, Nitish started off by conducting long meetings with the senior bureaucrats that routinely went on till late nights. The bureaucracy was rattled a bit but not too much thinking that the initial enthusiasm will soon run out of steam. They were, however, in for a rude shock. Nitish was digging his heels for a long seize, not a guerrilla war. Assiduously he went to work to put the state back on track, bit by bit. His passion, dedication and frowardness became talk of the town.

Gradually, the difference vanished and resemblance(to every next politician) surfaced on the scene. The Seva Yatra, which theoretically meant to bring the government to the last man, fails drastically in its mission. The chief minister has no mechanism to reach or recall the complaints he gets during his yatras. Once he gets complaints and forwarded to respective officers he never bother to follow them. Therefore the very sense of his yatras evaporated.

Failing to understand the public mood, the chief minister had to face the wrath of public from the very first day of his Adhikar Yatra(a state-wide tour to address 'Adhikar Sammelan' to press for special category status to Bihar), a Nitish brainchild. He got eggs, slippers and black flags with demonstrating crowd everywhere he went, be it Betiah followed by Begusarai or Khagaria.
Notwithstanding the initial demonstration, the CM continues and beefed up his security cover which goes against him and media made mockery of him when reports of increasing the radius of the D-area(area in front of the dais) squeezes in.

The Page-1 Minister
The initial persistence has lost somewhere. The CM has been engaged to meeting foreign delegates, laying foundation stones and attending private functions. When one goes through the CM engagement data for the year 2012 alone, it is shocking. He was busy almost everyday for such purposes, followed by media and however there is unannounced reserverd’ space at page-1 at every next print every next day.

During the last couple of years there has been a rising trend to invite the CM in personal engagements. This symbol of social status is swelling rapidly and found highest among patronizing sychophants, may they be media persons, businessmen or party workers.

This 22nd March, when this statesman of different calibre carcades 15 km. to inaugurate a private vehicle showroom on the outskirt of Patna amid full media glare, people got the wrong message. A person with whom an entire administrative machinary go around with, are not supposed to do private engagements on the expense of state coffer. Capital city of Patna had to take the pain of this, as entire moment on Patna-Bakhtiyarpur/NH-30(both side traffic, as there is no divider) has to stop for about an hour to make his way. This may alone he attended 8 marriage ceremony, visits with all his security cover protocol and neither of which was of his relatives.

The Janta Durbar – The Initial Day
Showering in deluge of encomium with the quick redressal of grievances in  Janta Durbar, Nitish kumar crossed new milestones. Every Monday morning, he along with his key ministers and top bureaucrats meets complainants who approach him. This chanakya of his era changed this complaint redressal mechanism from  ‘Janta Durbar of Chief Minister’ to ‘Chief Minister in Janta Durbar’ and made headlines in every next print and this help him craft new epitome.

In 2007, to ease the tracking of complain an innovative dynamic website http://bpgrs.in was launched. But the updation was poor and the complain status always shown as pending. Another website for the purpose http://www.jkdmm.in met the same fate and always bounce its visitor with a static response saying invalid details. Notwithstanding her mother demise a bereaved Nitish appeared in the Janta Ke Darbar on January 2nd,2011 that hits the headline.

The Janta Durbar – Now a Days
But what is happening in Janta Darbar for the last couple of years is a dark truth. There are serious indication of people losing faith in the janta ke darbar mein Mukhyamantri program. Too many complainants claimed that the CM mere transfers their application to the respected department and officials, but it seems an eyewash as most of the complaints goes against the department itself. Had the related department worked promptly they would not have to turned up to the CM after a long travel, wait and gruelling process full with formalities.

The Chief Minister’s janata darbar felt the heat of woman anger in september 2012, when a group of women staged noisy protests against spiralling crimes, including rape cases. Later on antother group of three women protestors also sat on an impromptu dharna at the place right before the Chief Minister and raised slogans. Pushpa, Sanju and Pratima Devi, all of Ramkrishna Nagar, were complaining that antisocial elements had captured their land and started construction work on them.
February this year, Chief Minister's Janata Durbar witnessed Students of polytechnic college from motihari ruckus by ambushing Science and Technology Minister Gautam Singh while Nitish Kumar was busy talking to other visitors. with their grievances.

Monday, April 13 this year there is one Bijay Kumar from Jehanabad who came to the darbar thrice because he has not received rent for the senior government hospital staff that stay in his house. "They are asking me for a commission if I have to get the rent that is pending for three years. This is my final attempt. If my problem is not solved I will pay the commission. Maybe I will get my money then," says the landlord..

Rally Exposes State Of Mind
It was 2012, JDU november 4 rally preparations which drew severe flak from every quarter and even the entire notion of special status were told a red-herring approach. Skirting all rules, thousands of huge posters and hoardings sprung up across the state and Nitish’s fight for special status state compared with epic battle of Mahabharata between the Pandavas and the Kauravas. Huge posters of Nitish in the battle garb of Arjuna and Sharad as his charioteer Lord Krishna have come at all major centres in Patna to prove a point. Supporters were seen flaunting cap and T-shirts with Nitish face printed on it. This recalls RJD days of rally and raillas. Undoubtly, the way Nitish went ahead with rally has besmirched his reputation as an eclectic leader.

These candid photographs taken ahead of their rallies are quite enough to corroborate the claim of vanishing line of difference between mindset of Laloo and Nitish. The incumbent one are supposed to be more vigilant, especially when he is icon of good governance. Is Hijacking the entire state machinary and embrassing the authorities for Adhikar rally, a true ‘Rajdharama’?

Coolant Evaporates
Nitish has been known for his cool mind. Even opposition revered him for this. But with passage of time, Nitish become a lose-tempered person. Party workers, companions and even several senior leaders have to face harsh and coercive words. Quite often he is witnessed lambasting. At regular intervals he get caught doing so even in public and media.
Incident I
On 19 September 2012,  the day Nitish kicked off his much-publicised Adhikar Yatra from Betia as few contract basis teachers began to shout demanding regularisation the CM lost his cool and shouted the protesters down.  and ordered the cops there throw them out. “Kaun chilla raha hai ji; shant raho sab…agar phir ye chillate hain to uthakar bahar phenk dijiye”.
Incident II
The arrogancy remarks at Motihari the same day with the same sort of opposition from contractual teacher, as the CM was heard threatening to mincemeat the demonstrators. Kachumar Nikalwaa Denge (I will make a mincemeat of you).
Incident III
All during Adhikar Yatra contract based teachers demand to rise their honorarium or to regularise them evaporates Nitish’s cool. In Darbhanga on September 26, when he again was greeted with vociferous protest by the angry crowds. “Jara sun lo kan kholkar…aaplogon ko kuchha nahi milega…Aur aapki udandata ke chalate aapki mangon par vichar tak nahi kiya jayega (witnessing your indiscipline neither you will get anything nor your demand will be reviewed).
Incident IV
When Patnaites were drowned into waist-deep rain water last year in 2012. An obvious failure of drainage system  in patna. The CM himself promised to solve the problem by 2007 soon after he took oath for the first time. Yeh toh Rehmat ki baaris hai isse kheit sudhregi aur sahron ki samasya toh chalti rahegi. (This rain is god’s boon, will help agriculture and the problems of cities will continue).

A Si(e)ckular Nitish
All lessons he learnt under the tutlelage of JP and Lohia, following paths of socialism and secularism with distances from congress are negotiable for one sole agenda: The containment of Narendra Modi. Nitish knows that his secular stand is the only brahmastra to keep him buoying in national politics. Otherwise there is no rational to go with BJP's secularism, which was pretty alright to go along him in 2002 when Modi's Gujarat erupted in communal rage. Then, Gujarat was not part of this planet for this great secularist, the Railway minister in the Vajpayee government. It was Vajpayee or BJP who gave him first berth at railways to explore himself as a political alternative to Laloo yadav. Undoubtly, he’s getting sick of secularism.

Opportunities And Challenges
Nitish Kumar had too many advantages. First, the NDA was given a clean mandate hence no one to stagger him in his course of action for good governance. Second, his predecessor, the Laloo camp misrule made the state awarded the title of jungle raj. Hence even a bit of positive work attracts attention. Third, people cast their vote and not just vote their cast for Nitish. The development issue pivoted the entire game as he wished.

With these factors in role, Nitish had every possible opportunity in Bihar’s political space to take strong decision for upliftment and good governance in Bihar. But witnessing his line of action during the last couple of year aam biharis are discouraged. By playing secular card he has ajared himself to politics of opportunism.

Pappu Yadav Embattles For 2014

Acquitted formally by the Patna High Court last week and forthwith released from Beur Jail, ex-parliamentarian Pappu Yadav seems rather expedient in the breeze of free air, what he was missing desperately for twelve long years. The Unparallel leader of the downtrodden Seemanchal belt of Bihar was in Patna on Tuesday.
Slhouette of robinhood he makes, back in his home district of Purnia and Seemanchanl, the unmatched felon of his time has to spent twelve long years in Vanvaas, as he termed his days in jail.

Asked about his future course of action, the ex-MP democratically replies that he is now going to people’s court and it’s upto them what they want me to do. It is for the first time he interacted the media after the Patna high court verdict helped him finally released from jail.

Yadav was convicted for life imprisonment by the lower court, in the high profile murder case of 1998, in which Communist Party of India (Marxist) (CPI-M) legislator Ajit Sarkar was killed in broad daylight at Subhash Nagar in Purnia. The assasination of this firebrand CPI-M leader rocked the political arena of Bihar at the time when the state used to be known for Jungle raj and Bahubalis.

The fiefdom of this dabaang and bahubali leader would rocks in Bihar and he is the only legislature who settled the  electricity problem in his constituency after winning his very first assembly election in a electricity mongering state of Bihar.

As Pappu Yadav has strong support base in Seemanchal area comprising Madhepura, Araria, Khagaria and Sitamarhi, he indicated that these people will decide his future. "If people love me I will contest the 2014 general election from any of these area".

“As my wife Ranjita Ranjan represents the Congress he has to think wisely so that people of his area will get benefited”, he said.

Keep the suspense running Mr Yadav said that he has not yet decided whom to support. Denying the bipolar nature of political space in Bihar as of Nitish and Laloo he named Ram Vilas Paswan and Sharad Yadav too.

It is well known that, RJD chief Lalu Prasad Yadav expelled him from the party in April 2009, accusing him for anti-party activities. The 2009 loksabha ticket brawl brought the relationship between Lalu and Pappu to a flash point then.

Pappu yadav accuses tha Susasan is working on paper and the ground reality is in bad taste. He words that corruption became ubiquitous during last couple of years and throes of poor are beyond tolerance. To understand the people's apathy and to win their support he is going to people court from July 6, as he launches "Ashirwad yatra" from Purnia.

A somewhat emotive recall of his days in jail, he said that a book will be released in July that depicts his days of oppression in Tihar and Beur. Making sly innuendoes for both the bureaucrats and politicians for mazing him in conspiracy, though denies to name those.


"Any possibility of joining hands either with Lalu Prasad or Nitish Kumar can not be ruled out as he does not have enmity with anybody", he said in a special interaction after the press conference. "Whatever will be in the best interest of my supporters I will do," a melancholic yadav said.

My Goa My Gujarat

Sunday in Goa(June 9,2013) has become a landmark for the Bharatiya Janata Party (BJP) and Modi as well. The rippling effects of Modi’s appointment as the Chairman of the campaign committee of the BJP for the 2014 Lok Sabha election, surfaced very next day on Monday followed by the Advani’s Resignation from all posts of the party.


Being seen as the most significant development ahead of polls due next year, the Goa conclave seems posing a rather intriguing lights(red lights instead) that might compel Modi to take many detour to 7, RCR.  Anyway, In most likelihood the next announcement from the saffron party is sure to pose him as its prime ministerial candidate for the 2014 mahasangram.

With the Goa development, the BJP’s patron partner in Bihar, JDU got a jolt. The strongest objection from Nitish Kumar in April in New Delhi regarding the selection of prime ministerial candidate for forthcoming general election 2014 made no point for the saffron stalwarts. With the loss of Congress at two LS seats in by-election last week, and the loss of Nitish’s candidate PKShahi at Maharajganj the Saffron party regained the confidence it lost in Yeddy’s Karnataka last month.

In the party like BJP which boasts of being most democratic, rallying around a person is as rare as it is discussed- why.  From the mainstream media to social media, from the party stalwarts to the opposition everyone seems crazy about Narendra Modi. He cannot be neglected. Following Modi is in vogue, and as the most kaddawar leader of the party Advani being sidelined for Modi, it reports a +ve for Pneumonitis Namonitis.

To those saffron stalwart who perform a pirouette around Modi are actually tired of the political system. Besides, we as a normal apolitical citizen of India, have been facing the heat for quite long time, looking forward for a promising leader. The gravity & the energy Modi enjoys interprets a promising system distinguished from a system of promises. And this is why a repeated verse of youngistan by a young Rahul went unnoticed in a young India.

In the present scenario, it is diffcult to interpret whether this Sunday In Goa (Sundays are a weekly event in Goa with legendary psychedelic parties) moment is really going to prove a path-maker or braker for Modi in the long run. The galloping Modi has to think beyond even if he could successfully incarnate as the next Prime Minister of India.

If political analysts to be believed, neither the Congress nor the BJP will able to make government on their own. Even if the secular and communal arguments set aside, it would not an easy task for Modi to keep his own house(BJP) in order. In loyalty parlance he is not such lucky what Gandhis’ enjoy in Congress. Moreover, even in the case of Modi become the Prime Minister, he will have to rely on mercurial partners from Didi in W.Bengal to Amma in Tamilnadu. Therefore, In all likelihood the Goa event might be a T20 win for Modi, but 2014 is a test instead.

BJP seems happy over Maharajganj Loss to NDA



कुछ तो मजबूरियाँ रही होंगीयूँ ही कोई बेवफा नहीं होता
प्रेस को संबोधित करते हुए रूड़ी बोले तो कई मुद्दों पर परंतु महाराजगंज चुनाव परिणामों पर ही रूड़ी और तमाम प्रेस प्रतिनिधियों की दिलचस्पी थी। रूड़ी ने इस हार को सिर्फ नीतिश या जदयू की नहीं ब्लकि एनड़ीए की हार बताया। परंतु यह भी कहा कि, जदयू को राष्ट्रीय स्तर पर नेतृत्व के बिंदुओ पर विचार करना चाहिए। प्रदेश में नीतिश कुमार अच्छा काम कर रहे हैं, परंतु एनड़ीए को पूरे राष्ट्र के नेतृत्व के लिए पुकारा जा रहा है। महाराजगंज चुनाव परिणाम को उन्होंने एक सदमा बताया।

गुजरात भाजपा की जबर्दस्त जीत को 2014 आम चुनावों की दस्तक बताते हुए रूड़ी ने कहा कि क्रांगेस अपनी अंतिम सांसे गिन रही है और निश्चित ही देश में आगामी सरकार भारतीय जनता पार्टी की होगी।

मालूम हो कि जदयू प्रत्याशी और राज्य के शिक्षा मंत्री पी के शाही ने आरोप लगाया था की भाजपा के भीतरघात की वजह से उनकी हार हुई। इस मुद्दे पर सफाई देते हुए रूडी ने कहा कि शाही हार की वेदना में हैं और ऐसे बयानों को गंभीरता से लिए जाने की जरूरत नहीं है।

इससे पहले बुधवार को पी के शाही की करारी हार(1.37 लाख से अधिक वोट से) के बाद राजनीतिक हलकों में उनसे इस्तीफे की माँग शुरू हो गई थी। रूड़ी ने ऐसी किसी माँग को बेबुनियाद बताया और साफ किया की पी के शाही को पद से इस्तीफा देने की कोई जरूरत नहीं है।

भाजपा के राष्ट्रीय महासचिव राजीव प्रताप रूड़ी ने गुरूवार को प्रदेश भाजपा कार्यालय में जब इन शब्दों को दुहराया,तो जदयू-भाजपा की दूरी और दर्द को भाँपने में कोई दुविधा नहीं रही। महाराजगंज चुनाव में एनडीए उम्मीदवार पीके शाही की हार के बाद प्रदेश भाजपा की यह पहली औपचारिक प्रतिक्रिया थी।
