Forget about the entire Bihar the power center called Patna has no access to better roads, traffic, civic facilities called the basic urban infrastructure at all. Each and every basic issues remain unsettled till date. A five hours of rain makes the city a hell for 4-5 days and govt. machinery goes into silent mode.
When you Google for the orders of Patna High Court regarding removal of khatal you may find that during the last 20 years or more HC are making orders and govt is busy avoiding orders.
The Patna High Court used to issue orders for removal of Khatals all during 90’s. And for no surprise the orders were failed to create any changes then. The Hon’ble Court used to intervene in every next civic matters like water logging, schools and garbage management. It is doing the same job now having no effect in reality. It is sheer reflection of failure of the administration which is the most fundamental duty of the state government. Furthermore, it's stark truth that for Judiciary govt. having not an iota of respect here. This is rampant lawlessness. This is the definition of Jungle Raj, of course.

Flunked at the different stages of ground reality following the LS mandate’ 2014, Nitish himself finding in the most awkward predicament. He resigned. This impulsive exit of Nitish did not make him win public applause which he thought may get sparked public sentiment in his favor. The Manjhi factor helped him earmarked as another Rubber Stamp maker.
Some of the obvious reasons which Nitish deliberately ignores are: the failure in the implementation of plans and programs, the deterioration of economic growth, the soaring prices, the poor utilization of central funds, corruption, red- tapizm and other maladies of administration. These have created dissatisfaction and disillusionment in the minds of the people. One of the important defects of the administrator in Nitish is the lack of administrative response to the citizen, who often does not know what has happened to his request he has made. If the administrators have negative attitudes towards the common man they cannot deliver.
Public administration of any state is considered ‘ good’ if it can mobilize the citizens in favour of its programmes and policies and if it can satisfy them by its efficient performance of services. The foremost challenge to good administration comes from within the administration itself. Many a times the persons responsible in carrying the day- to- day administration are not capable in handling their duties. This has happened because at the time of appointment, these persons are chosen not on merit but due to political influence and other considerations.
Unfortunately the ex-CM was gheraoed by sycophant. Appointments were made on there recommendation that lead to mediocre and less competent people occupy places of responsibility. It was sure then alone that the administration bound to suffer. After the initial cavort for first 2-3 years there remained no transparency in Bihar administration. The Bihar Prasasnik Sudhar Mission failed dramatically without any effects.
In my opinion, If the administrators believed in transparency in administration Right to Information Act would have never come up. It was only because the administrators - bureaucrats and politicians - indulged in rampant corruption, did not care to the sentiments of the people and considered themselves as ultimate decision makers, there was no other alternative but to have a weapon for the common man to know what is happening in the administration of which, as per the democratic principle, he too is a part. This weapon is the RTI Act. Unfortunately, inspite of RTI Act, the administrators tries to put all available blocks to stop dissemination of correct information to the interested citizens. There are not only threats to lives of the RTI activists but some of them are brutally murdered in the state. This is a very sad state of administration.
The circumstances have enough reasons to corroborate the point that Bihar is a failed state.
